Context and Background Merlin established an organisational presence in Myanmar in 2004, operating under a Memorandum of Understanding with the Ministry of Health. Merlin implements programmes in Ayeyarwaddy Division in the Delta region and in Chin State and Sagaing Division in the North-west with a country head office in Yangon. Merlin’s activities include TB and malaria control projects, the Integrated Management of Maternal and Childhood Illness (IMMCI) and Water, Sanitation and Hygiene Promotion (WASH). All of these are carried out as community based activities where improving access to health care and changing behaviour patterns operate side by side. In 2012 Merlin will open programmes in Shan State. Merlin works with remote and isolated communities or communities affected by disasters and over the years Merlin has trained volunteer health workers and village health committees on the topics of TB, Malaria and Maternal and child health in order to improve access to basic health care. Merlin has worked on developing a demand driven model of both basic curative services and preventative behaviour practices that could be replicable in other areas of the country and so far this has had a significant positive impact upon the communities we support. In 2011, Merlin has been able to extend current funding and bring in new funding to the region which has allowed for a significant expansion of the coverage area. This includes the start up of an HIV programme in Homalin and Primary health Care in Shan. Altogether Merlin supports over 1400 community volunteers in around 1200 villages across 7 Townships: Homalin, Tamu and Kalay in Sagaing; Hakha and Thantlaing in Chin; Laputta Township in Ayerwaddy Division; Kutkai in Shan State. Roles and Responsibilities 1. General description of the role Merlin is offering an exciting opportunity to a motivated professional to become a key technical team member in the implementation of a primary health care programme in Kutkai Township, Northern Shan State. As Database Officer you will be responsible to support the management of data-related work for project activities acting as focal person for the project database. In addition you will support other technical aspects related with data quality under the management and guidance of your line manager. The Database Officer is required to ensure a high level of accuracy and attention to detail in data processing, data compilation, data analysis and reporting. 2. • To supervise data entry, data processing and data compilation of Shan project Specific roles and responsibilities • To ensure the quality of data being entered and submitted • To act as the main regional focal point for all work related to the database • To ensure project compliance with Merlin data management guidelines with support from Project Health Coordinator • To compile databases from all relevant townships and areas into a regional database • To ensure data is up to date on Village Health Workers, Village Health Committees and Township demographic including rapid need assessments and LLIN census data • To help analyse regional level programme targets against achievements • To analyse data using spatial mapping (GIS) where necessary • To submit CPMIS database to Yangon monthly • To submit maternal individual database and referral reports monthly • To carry out data calculation for reports to donors, MoH, London head office, and others as required • To make at least one trip per months to project areas and carry out PQA collection during field visits • To review data collection forms and feedback to the PHC, in particular Myanmar languages • To participate in project and country programme meetings and workshops as requested • To provide training and workshop on data collection and analysis to project staff as needed Person Specification • Minimum Bachelor level degree related to computer science/health OR equivalent experience Essential Qualifications and Experience • Relevant knowledge, skills and experience in data management related to a Primary Health Care programme • Experience of teaching and/or training (TOT) • Experience and knowledge of computer software including WORD, EXCEL and ACCESS • Proven ability in use and solving problems related to Access Macro design • Good communication skills • Willingness to travel to and work in field areas on occasion • Experience of working in a team • Good working knowledge of English • Experience in using ACCESS databases Desired experience/skills • Experience in GIS software • Experience of SPSS and Epidata software for analysis. • Able to read, write and speak Shan Languages • Previous work with an International organisation • Experience of working in remote locations Interested persons should send an application (CV and a covering letter) detailing why they are interested in the position.
