VACANCY ANNOUNCEMENT VA-04-LES 2014; DEADLINE FOR APPLICATIONS: 18th April, 2014 Post Title And Grade: Finance Assistant Location: Maseru Number of Posts: One (1) Grade Level: Service Contract SC-5 equivalent to GS-5 Duration: One Year (Extendable) Needed as soon as possible Terms of Reference/Job Requirements/Responsibilities: Under the general supervision of the Country Director and direct supervision of the Finance Assistant (I), and the direct supervision of the Finance Officer, the Finance Assistant will be responsible for the following duties: 1.Extract and input data from various sources in financial or accounting systems; 2.Respond to accounting, budget or financial queries regarding data from staff in the unit and elsewhere in the programme; 3.Prepare bank reconciliation and conduct analysis of general ledger accounts 4.Assist in the preparation of the payroll by executing validity checks on monthly payroll results; 5.Maintain proper control over various financial records such as commitments and expenditures against budgeted amounts; initiate actions related to the following: general financial information, and travel payments, and procurement transactions; 6.Verify vendor claims for accuracy and conformance with WFP finance rules and regulations; perform claim verification against documentation to ensure that purchases/services are properly authorised and that the goods have been received or services rendered; and ensure timely recording and processing of vendor invoices in the programme’s information system; 7.Monitor vendor advances and other receivables and ensure timely clearance of vendor outstanding items, taking corrective follow up actions where required; 8.Prepare necessary receipt and journal vouchers; 9.Draft routine correspondence related to the unit’s work and type a variety of material such as correspondence , reports and papers; 10.Provide information related to financial transactions including calculation of personal entitlements and pro rata; 11.Assist in the preparation of budgets, accounting, financial reports, statistical reports and other reports as required; 12.Provide assistance to all staff services such as travel, expense claims, document retrieval, etc; 13.Perform other related duties as required. Results Expected: With initiative and judgment produces organized, accurate and well documented records with well analyzed data and addresses unforeseen situations seeking advice and guidance from supervisor, as necessary. Critical Success Factors: Ability to review a variety of data, identify and adjust data discrepancies. Identify and resolve operational problems with substantial independence; obtain or give factual information of a non-routine nature involving interpretation of facts and requiring clarity of expression; perform detailed work, frequently of a confidential nature and/or to handle a large volume of work systematically, effectively and accurately; train other staff regarding relevant work responsibilities; work in a team environment and coordinate assignments to achieve common goals. Ability to deal patiently and tactfully with people from different national and cultural backgrounds. QUALIFICATIONS: Education: High school education including or supplemented by courses related to the area of work. Experience: At least four years of progressively responsible clerical work experience in general administrative work including at least one year in the field of finance, accounting, budget, audit, administrative services or other related field. Knowledge: Experience utilising computers, including word processing, spreadsheet and other WFP standard software packages and systems. General knowledge of UN system financial policies, rules, regulations and procedures. Fluency in both oral and written English and Sesotho.
