VACANCY NOTICE Code: HCR/VAC/14/03 Functional Title: Data Management Associate Numbers of Positions: One Vacant Position Duty Station: Cairo, Egypt Category and Level: N-ICA – G6 (UNOPS Individual Contract Agreement) Duration: 6 Months (with possibility of Extension) Date of Issue: 10 December 2014 Closing Date: 20 December 2014 1. ORGANIZATIONAL CONTEXT. Egypt is a signatory State to the 1951 Convention relating to the Status of Refugees and its 1967 Protocol, as well as the 1969 OAU Convention Governing Specific Aspects of Refugee Problems in Africa. In accordance with the 1954 MOU between UNHCR and the Government of Egypt, all activities pertaining to registration, documentation and refugee status determination are carried out by UNHCR. UNHCR’s Regional Representation in the Arab Republic of Egypt is based in Cairo. Its activities in Egypt are carried out by some 100 staff, including UNOPS. UNHCR also has a field office in Alexandria. UNHCR Cairo main governmental counterpart is the Refugee Affairs Department of the Ministry of Foreign Affairs. Partners include CARITAS, Refuge Egypt, CRS, ACSFT, Terre des Hommes, TADAMON and Psycho-Social Training Institute in Cairo (PSTIC), in addition to IOM, ICMC, UNOPS and UNV. UNHCR is an active member of the UN Country Team in Egypt 2. Duties and Responsibilities Under the direct supervision of the Associate Operations and Data Management Officer, the Data Management Associate will undertake the following tasks: - Manage the use, maintenance and technical support of databases used in the operation, including planning and overseeing data collection, input and verifications; production of standard and ad hoc reports. - Generate statistical reports based on the standard reporting formats and ad-hoc reports, charts and tables as required by the management. - Provide training, as necessary, to UNHCR staff as well as staff-members of implementing partners in relevant aspects of data management. - May be required to coordinate with the GIS officer to ensure that data collection is compatible with GIS. - Archive and backup database systems; ensure security of databases; perform database administrator functions. - Assist in development of new applications/Databases needed by the UNHCR Offices/Units in area of responsibilities in order to perform their tasks smoothly. - Ensure that the clients databases are up-to-date by identifying and keeping what is relevant and accurate in an accessible manner. - May be required to support registration activities including ProGres technical support and on-site assistance. - May be required to support Voluntary Repatriation activities including reconciliation of VolRep data from country of asylum and encashment Centers, verification of Voluntary Repatriation Forms (VRFs) and coordination with VolRep Centers (VRCs) on information issues. - Perform other duties as required. 3. Monitoring and Progress Controls According to the main tasks that will be required on the part of our colleagues, the main criterion-referenced assessments will carry on to: - The number of people for who support was provided during the period of work. - The quality of the reports provided by the statisitiques colleague during the year. The reporting will be based mainly on the daily activities within sections of UNHCR. - The quality and frequency of training briniest to colleagues working in the office. - The quality of the support brings to colleagues other offices. 4. Qualifications and Experience A. Education - Completion of Secondary Education with certificate/training in Information Technology & Database Management. - Excellent knowledge of computer software and database applications. - Fluency in English and working knowledge of another relevant UN language or local language B. Work Experience -Minimum 6 years of previous relevant experience C.
