VO PM Thongsing Thammavong advises southern provinces to follow a development path that is based on their potential. INTRO: Prime Minister Thongsing Thammavong has advised authorities in the southern provinces of Saravan, Xekong and Attapeu to follow a development path that is based on their potential. STORY: Prime Minister Thongsing Thammavong gave the advice to local leaders and core officials during his two-day tour of the provinces that began on Tuesday. At a meeting with officials in Saravan province. The Premiere praised the efforts of provincial authorities and residents in driving socio-economic development. He noted that average annual per capita income had reached about 9 million kip (US$1,170) in the 2013-14 fiscal year. He called for authorities to pay more attention to teaching people about the Partys directives and government policy on curtailing activities that were harmful to society, especially those related to illegal trade. In Xekong province, Prime Minister Thongsing stressed that leaders and officials in local authorities should step up training in political ideology. With regard to economic issues, he advised them to prioritise development projects, focusing on the most urgent, due to funding shortages. With reference to the construction of Road No. 16B linking the provincial capital with Dakcheung district, which is now 60 percent complete, he said work should be postponed if it had already made travel easier. However, he recommended the authorities push for completion of projects that have been ongoing for several years. Concerning commercial production, the prime minister suggested that the cultivation of coffee and cabbages be concentrated in Lamam district rather than Dakcheung. While both districts were suitable for the growth of these crops, Lamam had better access to transport. He praised Xekong province for its success in following the Sam Sang (Three Builds) directive, but said he would like to see more comprehensive implementation. He also praised the province for its success with revenue collection, which had exceeded the target in recent years. In fiscal year 2013-14 it was 12 percent higher than the target. Prime Minister Thongsing advised the authorities to ensure effective management of grant assistance from Japan to build bridges along Road No. 16B. On Wednesday’s meeting with Attapeu provincial leaders and officials, the Premiere recommended that commercial production be based on stable market demand, while also taking environmental sustainability into consideration. He suggested that the provinces economic development strategy should be appropriate to each district, especially in terms of commercial agriculture. With regard to education and health, he stressed that local people should be educated at least up to lower secondary school level. Prime Minister Thongsing also called for the Sam Sang directive to be put into practice in all sectors of the province.
