Vacancy No: 02 Position: Finance Officer Gender: Male/Female Location: Kabul Salary: According to the organization salary scale B. PRINCIPAL DUTIES AND RESPONSIBILITIES ORGANIZATION DEVELOPMENT: 1. Develop organization financial system in soft and hard according to recognized standards; including financial policies and procedures; 2. Financial staff management, motivation, training, recruitment and selection as required. 3. Contributing to strategic planning and development as a member of executive team, and probably keeping and distributing notes and records, reports to executive director; 4. Create financial and statistical tools and reports using spreadsheets; 5. Manage, organize, and update relevant data using database applications; 6. Communicate and provide information by relevant methods internally and externally to assist and enable organizational operations and effective service to connecting groups; 7. Analyze and interpret financial statistics and other data and produce relevant reports. 8. Interpret instructions and issues arising, and then implement actions according to administrative policies and procedures. PROJECT BASED ACTIVITES: • Oversee the financial activities and reporting of Provincial Offices; • Ensure provincial office advances are settled in a reasonable amount of time with correct supporting documentation; • Ensure the main Kandahar project office receives all financial reports and supporting documents on time; • Assist provincial manager in forecasting expenses and cash requirements; • Ensure compliance with local regulations in respect of financial matters (taxation, labor laws and other) • Demonstrate provincial staff on financial matters and issues as well as internal control procedures and systems; • Understand and enforce the Program’s policy of zero tolerance for fraud and corruption;. • Contribute as a team member in supporting all Women and Election- Voting Outreach, Training, and Empowerment (WE-VOTE) project¬ activities;. • Arrange approval of decisions, requests, expenditure and recommendations, according to agreed guidelines and policies. • Adhere to stated policies and procedures relating to quality management. • Adhere to procedures relating to the proper use and care of equipment and materials for which the role has responsibility. • Transfer money and have clear records …….. C. QUALIFICATIONS: • Three years or more of experience in a similar position; experience with financial management preferred. Experience on a USAID-funded program is a plus. • Post-secondary degree in finance or accounting preferred. • Detail-oriented, high level of numeracy, work well with people, aggressively anticipate impacts of workload/issues to team deadlines and have a very positive work attitude including willing to work some longer hours during peak periods; extreme attention to detail expected. • Well-versed in Excel and other MS office applications • Proficiency in Microsoft Word, Outlook and PowerPoint. • Organizational, analytical and interpersonal skills. • Verbal and written communication skills in English, Pashto and Dari D.
