Well, the U.S. government knows (in "theory") how to add "data tracers" to these hacking tools before they are sold, and these tracers (such as those from the software security firm Nouvou) can track both the origin and the transfer of digital data - like a history or pedigree of this data. This means that if hacking attempts originate from computers within China, North Korea, etc. then it is possible to follow the trace back to see which exact computers were used for these hacking attempts.
