Vend or Vending shall mean to sell or barter food, goods, merchandise or services, or to require someone to pay a fee or to set, negotiate, or establish a fee before providing food, goods, merchandise or services, even if characterized by the vendor as a donation. Section 1. Subsection A of Section 63.44 In addition, if a homeless person can be subjectively judged by the LAPD as camping that person may be fined ($100, $250, $1,000 for first, second and third offenses) and jailed. One of the activities that constitutes camping is consuming meals. Camp or Camping means using a Park for living accommodation purposes, as evidenced by: (a) remaining for prolonged or repetitious periods of time, not associated with ordinary recreational use of a Park, with ones personal possessions or belongings (including but not limited to clothing, sleeping bags, bedrolls, blankets, sheets, pillow, luggage, backpacks, kitchen utensils, cookware and cooking equipment); and (b) engaging in one or more of the following: sleeping, storing personal possessions or belongings as defined above, making a fire, cooking, or consuming meals. Sec. 3. Subdivision 4 of Subsection D of Section 63.44 This is a way to keep poor people out of City parks and off the beaches. The fines make the City Attorneys office a profit center, monetizing racial profiling and the legal harassment of the poor.
