Veteran Gp Capt Suhas Phatak held a Meeting with Addl CGDA , Mr Banwari Swarup,IDAS on 23 May 14 and discussed different issues concerning the Veterans. His report on the Meeting is placed here for your information:- Dear All, I had a meeting with above officer this morning at the office of Integrated Financial Advisor of HQ Southern Command,Army at Pune. I raised following points with him:- a) OROP-- He mentioned that they have received proposals from the Service HQ and same are being considered. He felt that new Govt is likely to be more sympathetic towards demands of Armed Forces but budgetary support may not come to that extent.He felt that the demand from services is too high and PCDA is likely to reach mid point while recommending to MOD. b) Issue of PPOs for pre 2006 veterans --- I gave him my priority for issuing PPOs which has been communicated to PCDA earlier. He was ready to agree with this. He may communicate same to PCDA. c) AFT decisions-- When I told him that out of more than 4000 cases more than 3000 have been decided in favour of veterans by AFT which must be attended on priority. He was not aware of this. d) Veterans delegations meeting with Mr Nand Kishore, the then CGDA was also brought up.- I briefed him on all points that we had discussed on 25 Oct 2010 including ECS method for payment of pension etc. e) NFU- I briefed him on NFU and our stand. I also told him that all veterans feel hurt when MOD had stated that Officers of the Armed Forces are not Gp A officers but they are Commissioned Officers and thushad not given the NFU to the Armed Forces Officers. f) 54 anomalies pending from 6 th P C-- I asked him to convey to CGDA and PCDA that these anomalies must get sorted out first before we go over to 7 th P C. He has noted this point. g) Formation of CPPC and role of PDAs- I conveyed that this method has completely failed and must be changed while disbursing pension under 7th P C. Bank of Baroda is yet to create CPPC even now. The status of other banks must also be checked. He agreed with me that the official dealing with pension at branch level has no expertise on our rules. I also asked him that all 7 th P C PPOs must be standardised for all services. h) Office of PCDA-- PCDA office does not respond for months together on queries raised by veterans. PCDA must also send quick replies to e mails sent to his office. I told him about few cases which came to light where wrong PPOs have been issued by PCDA Allahabad. These cases are being brought to his notice. I told him that I am visiting PCDA Allahabad as representative of DSW, Govt of Maharashtra on 12 & 13 June 14 to attend two days seminar organised by PCDA. Mr Swarup asked me to meet his colleague at PCDA and discuss all above points. Mr Swarup will speak to him after reaching Delhi.
