Mandatory spay and neuter combined with strong, enforced laws that regulate not only legitimate breeders and puppy mills, but also backyard breeders, are key to solving the pet overpopulation problem. The next time such a law is up for vote in your city, county or state, ask yourself why animal control employees and managers are siding with breeders, the AKC and others who profit from the birth of unwanted animals.
