WHAT is a HSE MANUAL?... HSE PLAN???... & HSE POLICY??? HSE Manual is the document of any organisation which contains HSE policy, procedures, legal and other requirements related to hse management system. It may contain some prescribed formats for different tasks. It communicates the managements commitment towards achievement of HSE goals and procedures to be followed for this. Some times it may include SOPs & SMPs. It may give guidelines towards penalty system in case of safety violation. It may also explain duties & responsibilities of various positions & individuals in the organisation. etc. In the other hand HSE plan is for limited scope ( i.e for a project / plant / unit) and for a specific time period ( Monthly / annually / quarterly, etc.). As the name suggests it is a plan to achieve HSE goals as mentioned in HSE manual. In HSE plan the management fixes some short term goals to be achieved which are in actual parts of that larger goal. As some one had written contents of HSE manual may be taken as reference while preparing HSE plan. A Health and Safety Policy is a document describing in a few words the company with regard to health and safety in the workplace, and perhaps also policy of product safety. Usually it is signed by the CEO and states that health and safety is of paramount importance in maintaining the company and its employees, etc., etc,..! SAFETY FIRST!!! ♥♥♥
