WHY I WANT TO SERVE(3)!!! For today Akwa Ibom State must be launched into full scale petro-gas development., the oil, gas and energy development through IBOM POWER CITY PROJECT, theoil, gas and energy development offers us another greater opportunities to kick start our industrial revolution, from the upstream to the down- stream sector of the oil industry, most especially the building of the oil refinery, crude oil transportation and storage, in this order, we intend to transform Akwa Ibom State to a full blown petrochemical industrial base with the available oil and gas deposit, by going into a private-public-partnership arrangement with the already available and other expected foreign investors, by venturing into the downstream sector and extending our services beyond the shores of Akwa Ibom State and Nigeria, thereby creating job opportunities for the youths and women, we want to offer a lasting solution to the prevailing problem of petroleum products shortages caused by low capacity utilization of the refineries in the country; pipelines vandalization and illegal oil bunkering in the high- sea . Therefore as a Government we intend to re-activate the abandoned oil refinery licence of the immediate past administration, Arch(Obong)Victor Attah, while we set up a strong committee to review the issue of who is in charge of the leasehold for the marginal oil field which was acquired for Akwa Ibom State in 2000 from the Federal Government of Nigeria, as this conferred exploratory rights on Akwa Ibom State over the Stubb Creek Marginal Oil Mining Lease 14, From our preliminary findings, this OML is supposed to bring in hundreds of millions of Dollars yearly as our counter-interest as our state’s interest is being managed by UNIVERSAL ENERGY RESOURCES LIMITED, incorporated on the September,27,2001 to pursue the bid for the oil lease. Our plans is to quickly unlock the oil and gas potentials and aspirations of the State without losing the state funds ,but kick starting a manageable and mini refinery in the state ,by constructing of oil refineries at low tonnage units KP-700 with 4nos of 20,000 tons tank farm under a private finance initiative according to the PIB guidelines. I sincerely believe we must serve our great people, not as the master, but as our co-labourer in the service of Nation-building and Akwa Ibom State project; We have a commitment to change the destiny and history of Akwa Ibom state positively, by leaving impeccable footprints in the annals of our national history and move forward, together with all Akwa Ibomites to build one united and strong world power-Akwa Ibom state with set goals of redeeming our great people in the perils of obscurity, poverty, self-denial and apathy who have accepted servitude and backwardness as the will of God and as a way of life. And by creating enabling environment and opportunities to bring back our best brains and talents who are rotting away in foreign lands. We, have the vision of imparting positively to the lives of over 4million people of Akwa Ibom State and aliens; residing in our state, by ensuring even distribution of wealth, creation of jobs, business and investment opportunities in the state, by participating in the Federal Government power development projects to enable us generate, transmit and distribute a greater chunk of the Nation’s power supply to support our industrial aspirations on power and energy, and transform into a modern industrialized state that will ensure job security for our people as we will focus on public works programmes in Akwa Ibom State with the assistance of the world bank and the African development bank, we will modify and set up a public works programme that will target the growing number of unemployed youth in Akwa Ibom State. the main objectives of the programme, which will be administered by the direct labour agency, who are to provide short-term employment to these young people through labour-intensive public works projects such as construction, rehabilitation and maintenance of public services, and provision of essential services. the work will be subcontracted out to small and medium-scale enterprises. we are looking at the first phase of the programme, which is to create atleast 10,000 jobs for young people in 1000 projects in small-scale enterprises. overall, we implement 5,000 projects that will result in the creation of 500,000 temporary jobs annually. more importantly, the projects will also lead to the establishment of 6,000 permanent jobs, an outcome that is not usually associated with a public works programmes, we will set up initiatives to accelerate efforts in tackling youth unemployment and underemployment. for example, we will response by encouraging entrepreneurship among the Akwa Ibom State Youths. by creating jobs through solar power development(under the sun) the Akwa Ibom Power Youth Project (AKPYP) will produce solar panels in a small workshop in all communities of Akwa Ibom state, by using skills and equipment that will be passed on to them by a British/Chinese volunteer, the young people in this project will be involved in all aspects of production. the solar panels are to be sold to power radios and charge mobile phones and rechargeable batteries, services that are in high demand in an area where electricity supply is erratic at best. We have sincere marshal plans to create viable projects, avenues and further expand other sectors of our economy, courtesy of privatization to accommodate and employ the idle unemployed youths and women in the Akwa Ibom state, We will use ICTs in promoting Akwa Ibom youths entrepreneurship drive, employment and wealth creation. We will avail every young Akwa Ibomites an opportunity to train as innovators, developers, artisans and/ or become self employed in the informal sector, We intend to encourage the development of software companies among the Akwa Ibom Youths ,especially the fresh computer science graduates from Akwa Ibom State, to develop social network, security ,marketing ,health and educative software program like Squirrel Computer Lessons for kids in basic schools ,facebook ,twitters, goggle ,bodoo , youtube,etc. We will work with the World Bank in partnership with two other private firms, like Infodev and Busy Internet and groomed the Akwa Ibom youths on business development, financial management and book keeping, as well as managerial skills. We believe this will create thousands of jobs opportunities for the Akwa Ibom youths and staff and we will also partnership with CHINA NATIONAL CORPORATION FOR OVERSEAS ECONOMIC COOPERATION to build 2.nos of maternal health care centres in each of the 31 Local Government Areas of Akwa Ibom State as we intend to rebuild the rural and riverine medical delivery and health programme in Akwa Ibom state. This is our paramount reasons and covenants, visions, agenda which we are deeply committed to and which we must share together with all Akwa Ibomites, even as we look into the bright future with great optimism convinced that tomorrow unfolds even better future for our state and country; our generations and those yet unborn who have no other place to claim than our Akwa Ibom State.
