Since the 14th Amendment to the US Constitution bestows state citizenship there is no reason why each state constitution should not empower that States Secretary of State to issue State Citizenship positive IDs with the photo, fingerprint, and all identifying information for its holder, and also for non-state citizens, State Traveling Guests Credentials, at every point of entry into such state, at all state, county, and municipal or special taxing district government buildings, public schools, public libraries, police and sheriffs stations, the state capitol building, , and especially to be issued to the general public at the inspection stationsthat are authorized by the US Constitution, to wit: No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing its inspection Laws. . .
