Waste that doesnt get dumped in the Allegheny National Forest,with a little luck gets trucked to Warren where its partially treated then dumped in the Allegheny River... Now the DEP’s proposed consent decree, if approved would allow Waste Treatment Corp to continue to dump substances which are hazardous at levels that present public health concerns for another two years...kicking the can down the road past the 2014 gubernatorial.
