Water Boarding was first documented in the 14th Century. During the Spanish American War an American officer was suspended from command for using water boarding. The Japanese used Water boarding in WWII, and we counted it as a war crime. We used it in WWII as well, in the Phillipines. A soldier who used it in Vietnam was Court Martialed for it.
