We had good sessions today with both the Setsoto and Mantsopa Local Municipalities. In both municipalities, the political and management leadership to direct and guide issues around governance and financial management are evident. Setsoto improved their audit outcome last year. There is concensus that the municipality is on the right track and Treasury will work with the municipality around identified areas. A major positive development is that Setsoto is setting an excellent example to all municipalities with the way in which they are managing their Eskom account - the municipality only has its current account with Eskom to pay and no arrears. Our session with the Mantsopa municipality was equally constructive. The mayor and all councillors attended. Treasury has been working with the municipality on specific areas, including attempting to resolve accounting issues between the municipality and Centlec whilst also assisting the municipality to follow the prescribed processes in dealing with legacy issues regarding irregular and unauthorized expenditure. Stability at its management level has been achieved and the prospect for improvement in its audit outcomes are much more positive again. The strength of the ANC in Mantsopa was demonstrated again with a landslide victory in the recent by-election. Tomorrow the programme takes us to the Letsemeng municipality where we our programme of visiting municipalities and dealing with financial management issues will be combined with constituency work in both Koffiefontein and Petrusburg.
