We just wanted to let you know that Test Valley Borough Council has reluctantly admitted that there is significant ‘slippage’ in their timetable for consulting on the Local Development Plan. The original timeline was to deliver a final Local Development Plan for consultation during Sept/Oct 2013 but, as you are probably aware or are even wondering where it is - it has not materialised! The reason for this delay is due to numerous reasons but primarily the need to re-calculate the housing number requirements for Test Valley, this delay means they will not be in a position to consult with us until January 2014. They then plan to offer up the Local Plan to the inspectorate around the Spring of 2014 with a full public inquiry (with representations from selected groups on behalf of the public) in the summer of 2014 and finally adoption of the plan early 2015. We decided to investigate how long this has been going on for - TVBC originally started work on this plan back in 2006, by the time it gets signed off (if it ever does), it will have been a 7 year process. Apart from the cost of this – which is still unknown - one reason for dragging it out is to wear the townsfolk of Romsey down with consultation fatigue, so we must to be prepared to put up with the uncertainty of our towns future for another year at least. Some of you may have seen that Tesco have made amendments to their planning application for the Broadlands fairground site. Although the closing date for comments has now passed, I’m told by our friends at the Say No to Tesco campaign that they are still actively fighting this plan. Even with the new junction at Cupernham Lane in full operation, there were still long queues of traffic stretching all along Winchester Road and Botley Road in the mornings - and just think, Abbotswood is still only partly built, what on earth will it be like when all 800 homes have been built and they then start to build a further 1300 on Whitenap? Over the last two months we have been busy building our supporter database by being at The Romsey Show and continuing our presence on the Cornmarket. We feel that when the time comes to tell TVBC what Romsey thinks of its plan, the best way is with the largest number of objections they’ve ever received, so we are looking for your help. Can you pass on our website, Facebook page, poster or even this update to 3 or 4 of your friends and family? These people do not have to live in and around Romsey, but they should be willing to receive updates from us via email or post from time to time. When the next consultation period comes everyone should be prepared to email or send a letter to Test Valley BC. We will of course help write this letter so it contains legitimate objections that everyone can use.
