Well, it seems that Delaware/New Castle has a claim on the river right up to the low water mark on the NJ side. The territory in question is a site that the Army Corps of Engineers used to put dredge material--so much stuff that the pile is now above water and, although attached to NJ, outside the original low water boundary. Voila--Delaware now claims (but does not police or maintain) a (artificially created) chunk of what is, for all intents and purposes, New Jersey. Truth is stranger than fiction
