Well this is just ugly all around. I would like to know what the actual protocols are for this Wal-Mart and in what state or locale this took place. The ROE for loss prevention personnel can vary. One poster had it partly right, we dont know what took place before this was documented. However, they were a bit slow on calling in law enforcement and their behavior or approach is a bit cow-boyish. I am a security officer in Arizona and I teach our licensing course; at no time do we put our hands on anyone unless it is in self-defense and the object of our work is to avoid escalating any confrontation to the level of apprehension and restraint seen at the beginning of the video, before the cutting tool is brought to bear. Id say there were some issues to address here. This is far as I can go and what I teach as part of the Use of Force Continuum for Unarmed Guards: •Officer Presence — No force is used. Considered the best way to resolve a situation. ◦The mere presence of a law enforcement officer works to deter crime or diffuse a situation. ◦Officers attitudes are professional and nonthreatening. •Verbalization — Force is not-physical. ◦Officers issue calm, nonthreatening commands, such as Let me see your identification and registration. ◦Officers may increase their volume and shorten commands in an attempt to gain compliance. Short commands might include Stop, or Dont move. Training for Armed Officers is another matter.
