What can be done to clean up this town. perhaps incentives for dog owners to keep their pets locked up. fines for the owners if they escape their yards. maybe a warning once a year and if you are the ones who cant seem to get it together fines. people take their dog ownership responsibilities too lightly. in a small town that just isnt acceptable. there are dog poop bags all over town and at the playgrounds where my kids play I see dog crap everywhere... shame on you, you know who you are. :)
