What happen in Kom is unfortunate and not accepted at this time and age. Community leaders should get together quickly and devise strategies of ending this barbaric attitude of senseless killing of the innocent people. Home guarding system is not effective way of managing this affairs any more. There has to be another more robust way of establishing and sustaining peace. County Governments is new legal a venue for sensible peaceful dialogue. It should heal peace in Kom before situation escalates. It is now time that without delay for compensating pastoral families for such massive losses and culprits made accountable for their crime. Our People must resolve and move to development and prosperity phase. We can turn these unfortunate incidences to opportunities for peoples good relations and growth. I put the following ideas forward; 1. A vision that create unity pack between these communities is in dire need. County Governments should sign formal agreement to guarantee community unity pact. Inter County agreement is legal and binding, it should provide framework that will sustain peace and help resolve all outstanding issues. People should lobby County Government to facilitate framework for this negotiation that will benefit all groups involved and will end cycle of unresolved conflict that has continue to create such barbaric pain to innocent people. 2. Samburu, Isiolo and Marsabit County Government should discuss and provide resources that will make Kom as a strategic trading town that will provide service to the Pastoralists people from these Counties. 3. Police Station be established and manned by soldiers from three Counties. the soldiers and commaders posted either on rotational basis or mixed force under single command at a time. There is a lot of livestock wealth and human life that has being destroyed many years around Kom from these Counties and cycle is not broken. 4. All Land in Kom is surveyed and border lines clearly demarcated. Land ownership is defined based on the existing formal or agreed traditional boundary. Communities from these Counties be educated and mechanism put in place for pastoral people to access cross border resources under regulatory body. it can as simple as inter County Council of Elders to oversee and manage good community relations to more complicated inter Government Board. 5. Every livestock and wild life in Kom grazing area is registered and insured, so that compensation is made easy and straight forward. Lives of every citizen is fully protected and these County Governments must do something now to secure their peoples right to life and ensure protection of pastoral communities wealth. It is mere excuse to argue that it is either County or National Government responsibility to deliver any of the above. Tit for tat and the cycle of retaliation forever will not benefit anybody.
