What if we could force members of the United States Congress, and Senate to take a test on new legislation and score 80% or higher to prove they have read and understand it before being allowed to discuss it publicly, and/or vote on it. Maybe then we could stop the legislation that has to be passed before we can know what is in it from being introduced in the first place.
