Builders bristle at bonds dismissal Aiming to skirt a state statute as a construction-fix for Kilgore’s planned youth baseball complex, city officials recently ran afoul of industry advocates. During their Aug. 27 meeting, Kilgore City Council members voted 4-1 to waive bond requirements to reduce overhead costs on projects at the still-developing facility on Commerce Street. Within days, word of the decision was speeding down the information superhighway and drawing critics along the way. Keeping an ear to the uproar, Kilgore’s public works department is pursuing other solutions for the cost-stalled ballfields. In a Sept. 9 opinion piece, “Subcontractors Strike Out – City Eliminates Payment Bond,” construction litigation attorney and blogger Brian K. Carroll criticized the local decision, recommended by Kilgore Public Works Director Seth Sorensen with support from City Manager Scott Sellers and a green light from City Attorney Rob Schleier.
