When BOSE chairman Restura supervised mass copying In 2007, PSC had to cancel Revenue Service examination after complaints MUKEET AKMALI Srinagar, Nov 23: The new chairman of the J&K Board of School Education, Prof NK Restura, who has been tasked with conducting and supervising key examinations of classes 10th and 12th, has supervised mass copying of revenue service examination held in Jammu in 2007, official documents reveal. As per a communiqué of the J&K Public Service Commission vide no: WCP/Coll/2007/717 dated 15-12-2007, Prof Nutan Kumar Resutra was appointed as Supervisor for the Revenue Examination at a center at Women’s College at Parade Ground Jammu. After a few days, the documents reveal, the PSC received complaints of mass copying at the examination center, leading to a probe which subsequently confirmed the allegations. In 2008, the PSC recommended disciplinary action against the supervisory staff at the college, including Restura, while ordering holding of fresh examination. Vide letter no. PSC/EX-2008/Rev (Executive)/01 dated 22-01-2008, the JK PSC Chairman has written to Commissioner/Secretary Higher Education Department: “Public Service Commission conducted the J&K Revenue Services (Executive) departmental examination at Srinagar/Jammu with effect from 17.09.2007 to 26.09.2007. The venues of the examination were Amar Singh College Srinagar and Government College for Women Parade ground, Jammu.” “It was brought to the notice of the commission that the very sanctity and fair conduct of the above examination held at Govt Women’s College Parade Ground has been totally vitiated in which candidates had resorted to copying extensively, as the examination was conducted in 22x18 rooms instead of available spacious rooms which made overseeing of fair conduct of examination impossible and impracticable,” the letter, copy of which is with Greater Kashmir, reads. “The examination was mismanaged by the supervisory staff of the college and it had not supervised the examination per (sic) fairly.” The letter adds: “After consideration of these reports, the commission decided to cancel all the papers of the examination that had been held at this centre and decided to take up the case of mismanagement of the examination by the supervisory staff of Government Women College Parade Ground with the government for appropriate disciplinary action against the delinquent supervisory staff of the college.” It further adds: “The Commission has cancelled the said examination conducted at Women College Parade Ground Jammu and has to re-conduct it afresh which will entail additional expenditure. In view of the above facts, you are requested to kindly take appropriate disciplinary action against the delinquent supervisory staff of the Govt College for Women.” A senior official of Higher Education department told Greater Kashmir that the recommendations of the Public Service Commission were brushed under the carpet for unknown reasons. “It is astonishing to see that an official, who could not conduct the important Revenue Services examination fairly, has been appointed as head of the BOSE which is primarily responsible for holding vital examinations of classes 10th and 12th,” the official, wishing anonymity, said. Pertinently, prior to his appointment as the Chairman of Board of School Education (BOSE), the Vigilance Organization had already indicted Prof NK Restura for “making excessive payments in purchase and installation of Wi-Fi” during his tenure as Principal Government Degree College Rajouri and had recommended to the General Administration Department to initiate a Regular Departmental Action against him. The Higher Education department, however, hasn’t acted as of now. The VO had denied passport clearance to Restura in view of the “pending departmental inquiry.” Pertinently, Restura was appointed as the BOSE chairman on October 22, 2014—which was a public holiday in Kashmir. He was made to join in Jammu on the same day when the BOSE was headquartered in Srinagar. The Jammu and Kashmir High Court has now directed the government to come up with a clear stand on the appointment of Prof N K Resutra as Chairman of the Board in the face of corruption charges against him.
