When I last visited Uttarakhand I was appalled to see the conditions of the roads. Most were single (1 1/2 lane) roads. For kilometers you will the roads un-tarred, cracked with potholes, totally worn out and filled with debri in the entire state. When the state cannot lay proper road and provide the required infrastructure during normal times what has happened now was inevitable. Today the entire state has come to a halt with thousand cutoff and missing. The state does not know what to do... as usual there is not governance, crisis management and lastly anything between the ears!
