When he is not blaming the increase in population, Vitangcol also riffs on a favorite Malacañang excuse, to the effect that the overcrowding on the trains is the fault of the previous administration. It’s safe to say that when Vitangcol blames Gloria Macapagal Arroyo for his own failure to purchase even one train coach in the four years that this government has been in office, the MRT GM is actually strengthening the case for his promotion to the Cabinet.
