When political historians seek to disentangle the legacy of Gov. Martin O’Malley’s eight years in office and describe the low-water mark where voters finally had enough of the Legislature’s imperious we-know-better-than-you attitude, they’d be well advised to consider a chapter on the 2012 rain tax. There’s little doubt the outrage generated by the passage of the rain tax was a factor in the election of Gov.-elect Larry Hogan, a Republican, who used its repeal as a central platform to his campaign. Hogan, as you will have seen on our front page Friday, made scrapping the tax one of his first orders of business, which is positive news... We can all agree that pollution in the bay is pressing and needs to be addressed. But, bottom line: The state won’t meet its pollution reduction goals by continuing a confrontational relationship with its jurisdictions.
