When someone wants to build on certain lands, they have to mitigate for the environmental damage to that land by purchasing like land somewhere else that will remain un developed. If I understand right, The solar farm Reid wanted isnt on the Bundy grazing land. THAT land is the mitigation for the land Reid wanted to let the Chinese build a solar farm on. The turtles arent on that land, but thats where they were going to be moved. Harry Reid is so deep in this he should be run out of office.
