Whether people are torturing humans or other animals, cruelty is cruelty, sadism is sadism. Where does the impulse come from in the first place? Why are some areas more prone to it than others? What can we do about the conditions that create sadists and moral morons (people who arent necessarily cruel but dont seem to notice or care about the suffering that they cause)? The answers will involve more than just criminal law--this has cultural and economic roots as well.
