Who is to blame for the Government Shutdown? The real source of the problem is the all-or-nothing approach to legislating. Instead of lumping budget appropriations into a single monolithic bill, the Congress should be able to debate and fund individual departments and programs on a case-by-case basis with individual bills. In fact, last night the Republican controlled House of Representatives passed a bill to fund the military, the Democrat controlled Senate passed it too, and President Obama signed it into law. That is how it should work for everything. They could do the same thing with every single other program and department individually. It is a perfectly reasonable approach to legislation and budgeting. Most programs and departments would get funded immediately on a case-by-case basis. Those few items over which there is substantial disagreement would be able to be debated on their own merits for as long as necessary without holding the rest of government hostage. So if you want to place blame for the government shutdown, ask yourself which politicians insist on an all-or-nothing lump-everything-together bill instead of allowing each item to be funded individually. #governmentshutdown #politics #reason #budget
