Why Army is Probing Mbabazi Spy, Katabazi Katabazis activities are being probed by the army Principal Intelligence Officer, Emmy Katabazi, who has served for a long time as outgoing Prime Minister Amama Mbabazi’s private aide, is being investigated for participating in activities thought to have threatened state security, Chimp Corps report. Katabazi was this week summoned to the military police headquarters where he was grilled for several hours by military chiefs over his alleged involvement in activities said to be “very suspicious.” Katabazi did not pick our calls for comment. Army spokesperson Lt Col Ankunda told Chimpreports on Sunday: “It is true Katabazi was questioned by military police because he was involved in suspicious activities.” Ankunda further said the probe is continuing. Insiders said Katabazi has been quietly channelling funds to the NRM grassroot mobilisers to popularise Mbabazi’s candidacy in the 2016 elections. Katabazi is also suspected to have connived with former Bukanga MP Eng Nathan Byanyima to print pro-Mbabazi t-shirts and also dish out hundreds of tickets to soccer fanatics during the recent football match between Uganda and Guinea at Mandela National Stadium. Byanyima has never forgiven President Museveni for supporting the youthful Steven Kangwagye in the recent by-elections in Bukanga, Isingiro. Byanyima had earlier lost in primaries to Kangwagye but refused to concede defeat. Sources further revealed that Katabazi was running special intelligence gathering operations for Mbabazi’s personal consumption. “Katabazi was given a last warning. He should have been dismissed from the army long ago for several acts of indiscipline but Mbabazi kept protecting him,” said a source. It’s said at one time in Northern Uganda, Katabazi entered a Mosque with shoes and a gun, sparking fury from the Muslim community which reported the case to President Museveni. It should be remembered that security attempted to arrest Katabazi during a special police operation against Mbabazi’s supporters this year. However, he managed to keep changing cars after sneaking out of his home in Kampala at night en route to western Uganda. This compelled Mbabazi to telephone Museveni asking why security was hunting down Katabazi. Museveni is said to have directed that Gen Kayihura holds talks with Mbabazi. The meeting was not fruitful. Mbabazi denied using money to bribe NRM moblisers to campaign against Museveni. It was then that Mbabazi’s wife Jacqueline Mbabazi issued a statement, describing Kayihura as “Afande Teargas” and that he had failed to stop high levels of crime but was determine to keep policing NRM activities. Kayihura refused to accept the new title from Jacqueline, saying he was “Afande Community Policing.” Radio Equipment taken Military officials led by Brig Leopold Kyanda on Thursday sealed off Mbabazi’s plush residence in the leafy suburb of Kampala before disarming his bodyguards. All radio equipment which enabled Mbabazi to listen to all classified military communications was taken away from the residence. This means Mbabazi will have to pick intelligence from friends in the security but will no longer be privy to top secret communications of the state. Asked to explain the whereabouts of guards picked from Mbabazi’s residence, Lt Col Ankunda retorted: “You talk to Brig Kyanda. He was the commander of that operation. He knows where the guards are.” Kyanda was not readily available for comment. Mbabazi was recently sacked by President Museveni and replaced by Dr Ruhakana Rugunda. The NRM Secretary General is thought to have finalised plans to stand for President in 2016, reports he vehemently denies. Museveni warns Speaking to thousands of NRM supporters who welcomed him in Entebbe on Saturday, Museveni warned against early election campaigns. Many thought Museveni was referring to Mbabazi whose supporters were recently arrested for mobilising against the President ahead of the 2016 polls. Addressing a huge gathering at the Mayor’s Gardens in Entebbe Municipality immediately he returned, President Museveni reminded them of the Biblical saying which stipulates that there is time for everything. He clarified that the time for the 2016 general elections would be addressed at the right time. It took almost two hours for the Presidential convoy to cover the 40 km journey from Entebbe International Airport to Kampala because the mammoth crowds that turned up to welcome him and his wife back home. “Everything has got its time. The issue of general elections due in 2016 will be addressed at the appropriate time,” he said. He strongly advised the Ugandans at large to concentrate on their work and leave elections’ issues for the appropriate time. President Museveni reminded the people that the Movement’s victory came from blood. He stressed that “people shed their blood to liberate Uganda,” and that “leadership is not a joking matter.” Katabazi recently posted on his Facebook page: ”When you see smoke at the horizon, it means the enemy is no longer camped but on the move.” By Chimp Investigations Unit
