Why all the hysteria among the Repubs over Obamas use of executive orders? Since Grover Cleveland (you remember him), the only presidents that signed fewer executive orders than Obama were Gerald Ford and Bush 41. W signed 173 in his first term, compared with Obamas 147. In his second term, he signed 118 to President Obamas 35. FDR signed 3,522.
