Why pay Government to manage your waste? No 2. Surely, Government must be seen to provide an excellent service before people are willing to pay for their waste. The failure of our waste management service is staring people in the face every day: The obvious eye sores of temporary Refuse Collection Points (RCPs). A blatant example of mismanagement is the Gloucester Road Refuse Collection Point (RCP) below the Canal Road Flyover. This unsightly collection of rusted, dented, corrugated temporary structures has blighted Causeway Bay since 1982. Unfortunately, this story of so-called “temporary” structures under the management of our Food and Hygiene Department standing around for more than 30 years is repeated throughout many places in Hong Kong. Before Government comes around asking residents to pay for collection of their waste, Government must demonstrate they can offer an excellent service. Like any other business.
