Winning in Regulation According to a new report from the Competitive Enterprise Institute, Barack Obama has expanded the Code of Federal Regulations (CFR) by some 17,522 pages, an 11% increase. Thats an average of 3,504 pages every year. And hes still got three years in office. (The CFR is the codification of the general and permanent rules published in the Federal Register.) The problem is that Obama operates with a pen and a phone to act wherever Congress doesnt or wont do his bidding. When socialists cant legislate the centralization of free enterprise, they regulate it.
