With a decision due Friday, there is speculation that the only way the U.K. can now block former Luxembourg Prime Minister Jean-Claude Juncker from becoming next head of the European Union executive is to invoke a nearly 50-year-old principle that owes its emergence to Britain’s long-time EU nemesis, former French President Charles de Gaulle. The idea is that British Prime Minister David Cameron could invoke the 1966 Luxembourg Compromise–an agreement to delay a final decision on EU legislation if a member state’s “vital interest” is at stake.
