Mr. Khambete says:-- Please read the BPS history below: VI BPS due Nov 92 - Signed Feb 95 with delay of 27 months VII BPS due Nov 97 - Signed Mar 00 with delay of 29 months VIII BPS due Nov 02 - Signed Jun 05 with delay of 31 months IX BPS due Nov 07 - Signed Mar 10 with delay of 28 months With this performance the average delay is 29 months so far for Xth BPS due Nov 12 delay of 23 months is over and one can expect it to be signed in next 4 to 9 months by taking min and max above. I was part of UFBU negotiating team from NOBO during VIIth BPS. I had put before all UFBU members (27 = 9 unions x 3) some ideas for early settelment as at that point of time 12 months were already over. The idea was left alone and not much discussion took place. Later on the SENIORMOST LEADER who has signed BPS from first settelment (AND FURTHER SETTELMENTS TILL HE WAS ALIVE) took me aside and enquired whether I was new to the forum? to which I replied in affirmative as not only me but union NOBO was also first timer for the discussions participation. He (the SENIORMOST LEADER) INFORMED ME THE TRADE SECRET and told me Beta I am also aware of the ideas you gave, they were brilliant, however think of UNION LEVY which is percent of arrears, what UNION will earn, hence delay is done for UNIONs benefit. I was baffeled as I was totally unaware of this economics and my union depended totally on VOLUNTARY DONATIONS from members, which were sizable. Later on, we (NOBO) with help of other 3 officers union tried for early settelment, but IBA was adament that Officers settelemnt can not be done in isolation and we had to wait till LOGICAL conclusion of Award Staff settelment. Even, there IBA was willing to concede the Vth Pay Commision benefits to officers (mainly historic 100% neutralisation of DA and corrosponding rise in pay scales). It was the SENIORMOST LEADER who stalled the progress as it was giving more favourable (% rise wise) agreement to OFFICER FRATERNITY. Result all of you know the SENIORMOST LEADER used all his mighty and militant power and the settelment was signed in March 2000 with equal rise to both officers and workmen.
