Workshop on effective Communication - POLASTRIS Kabul, May 2014. Effective communication was the topic of the workshops of the Policy and Strategy Implementation Support Project (POLASTRIS) delivered in early May. The main aim of the project is to enhance the capabilities of the Ministry of Interior within the six involved Deputy Ministries to implement and execute police policies down to the provincial and district levels. In the recent workshops the students learned which kind of communication they can use and which would be the best type to use for their work. They were made aware of the six step communication model and the filters of communication while listening. Two Afghan trainers from the Police Staff College (PSC) also took part in the workshops. They will now develop from this project a course to teach senior police officers about Strategies and Policies. One of them was Colonel Mirza Mohammad Hadaf: “I am a trainer and teacher myself and I am very optimistic and positive about the POLASTRIS Project. The methodology is very efficient and useful for the implementation of policies and strategies.” Colonel Hadaf was particularly impressed with the approach used by EUPOL trainers Mats Hvit, Johannes Modeer and Thorsten Schwarz: “The interaction between them and with the students was great - there was no chance that somebody will not follow the lessons or will fall asleep. Every subject is related to the previous one and the teachers make the students work and involve them in the class.” The students have to prepare and present their policy or strategy related work; then they have to explain how the topics influence their daily work during the next workshop. POLASTRIS is a joint Project of EUPOL, the Ministry of Interior, the German Police Project Team (GPPT) and CSTC-A. The project is owned by the Deputy Minister of Strategy and Policy, Deputy Minister Azizi. It has been supported strongly by Azizi and his General Director of Policy, Brigadier General Raoufy. More than 50 high ranking senior officers from all six pillars of the Ministry of Interior (MoI) are participating, divided into three classes. Prior to the start of the lessons, EUPOL trainers and developers conducted a training needs analysis and conducted a large number of interviews in the Ministry of Interior to find out about the qualifications and the daily work of the officers. The assessment was that there is a huge amount of knowledge. A tailored program on management skills, project management, and ‘Monitoring and Evaluation” was then developed by EUPOL experts. Project Manager Thorsten Schwarz, is confident that the project will be a success: “The National Police Plan (NPP) will be published soon. Our project POLASTRIS will path the way to create operational plans and subsequently policies in accordance with the NPP.” Gender and Human Rights and Anti-Corruption will be the topic in the next workshop with the main focus on how these topics should be involved in the implementation of policies and strategies. A team of five EUPOL-members including four trainers from the training component and one colleague from the Police Command Control and Communication Unit are working with the POLASTRIS project. Staff members from EUPOL Gender/Human Rights and Anti-Corruption units also contribute with their knowledge. German Police Project Team (GPPT) will be delivering specialised training courses in monitoring and evaluation.
