We should ....manage this program ..as per "professional & corporate culture...like "NTPC/BHEL/Metro etc "... "under a visionary top management team of ....petent professional ....of proven integrity " ....both at... "center and ...in .. region /state"......extensively using professional management concepts, accountability at all stages , checks & balances and IT support .... for effective implementation with ...."minimum wastages & ...leakages"..... pro-active vigilance..... internal, external and social audits every year ...corrective actions based on deficiencies noticed. This corporation ...NSFSCL...should also encourage..R&D...reliable data collection& records on scientific basis ....collection of information ....about global best practices..... in entire value chain ...including large-scale procurement ...storage ....and distribution with minimum .....pilferages & wastages...using most modern technologies .....and practices..so that India could also benefit from these cutting edge technologies &best practices and further R&D based on our current & future challenges . Even 2% saving (avoided wastages) ......means saving of Rs 4,000 Crore per year--which is massive but definitely possible . We need to institutionalize the annual review of key processes.....for continuous improvement in functioning and fixing new performance benchmarks. The review teams will have sufficient representation of all implementing departments, users/beneficiaries and all other effected stakeholders/social groups. Based on the working experience ....a consensus regarding the.... changes required in "work processes".... will be finalized and implemented every year. Spending 5-10% for ....good management of this massive program.... these activities & such modern fool-proof infrastructure ...both at central & state level..... is essential and ---will ensure... balance 90-95% reaches the beneficiaries with.... minimum losses & pilferages. This professional /corporate approach is "best insurance against"....... large scale pilferages .....wastages .....scams .....and continuation of out -dated practices and out-dated business processes . We need to repeat ...." Success Story of NTPC/Metro "....in this... "entire value chain"....We can & should strive to set .....a " global best example"... by establishing ...world-class & fool-proof processes ...implementation mechanism ...efficient cadre for execution ....with modern outlook..."extensive checks & balances" ...to minimize wastages & leakages ....with best IT support ....everything on...... "finger..tips"....minimum ..."hera ..pheri. We have to create extensive systems to encourage meeting and exceeding customer & stakeholder expectations and prompt redressal of complaints /grievances in effective time bound manner. This program should become an example and benchmark for all large social service programs in terms of ..... excellence in all areas including ... effective implementation....minimum wastages and stakeholder delight. Government could benefit from services of senior & top management experts with proven competence & integrity from public & private sector for establishing the right processes and work ethics and supplement this with a cadre of experienced and young professionals as was done for NTPC, Metro etc. A massive program like this requires ....right approach ...right processes...right type of management and working cadre. Otherwise large-scale wastages..pilferages..scams are ...inevitable. We must avoid such problems ...by good preventive actions........ and creating right institutional framework .
