Would developing a core network of incredible actors in Ottawa and showcasing incredible acting and charisma in shorts on YouTube attract projects to the city? Pretend someone worked really hard at making Ottawa known as like Hollywood North because of the superior actors that live here. This could be accomplished by scouting really, really good looking people at bars, using an excellent director who is able to get brilliant performances out of regular people, offering small amounts of capital to the starlets to act in brilliant shorts on YouTube, and developing a reputable society of stars whose acting you could watch all day, like the kind they have in Hollywood. Would that be a good way to attract film projects to the city? Or do producers outsource acting to wherever they feel like and geography is not a factor.
