Would the simplest solution to the West Lothian question not be to have a devolved English parliament to go with the others? Weve got Westminster to deal with UK issues, Holyrood for Scottish affairs, Senedd covering devolved Welsh matters and Stormont for Northern Ireland. If Westminster dealt only with issues not devolved to member nations, it seems to me that the WL question wouldnt be an issue. Westminster is supposed to be the UK government, not Englands. Seems fairly simple to me. You could have an English parliament in Manchester, or somewhere fairly central, which would hopefully give a better deal to the ignored parts of England. Leave Westminster to deal only with UK wide issues. You could ditch the House of Lords at the the same time, that would sort a lot of issues too.
