Wouldnt any reasonable person conclude that if they havent resolved this in the 4 years that they have been trying, that the following quote seems a bit suspicious? (And now are the two sides going to magically agree on a contract within 240 days)? - The transit authority had hoped to avoid the emergency board process, which could last 240 days, and resolve the issues directly with the unions, Ms. Williams said.
