But there are three things this guy was doing illegal. 1: he was drinking whileooperating a motorized vehicle on public road. 2: he was transporting shopping carts which constitutes as theft. 3: he moved his hands off the car. Now taking this in to consideration this use of power was not needed. He was fixing his hat which is not a threatening gesture but could be taking as he had something in his hat he was trying to get rid of. But still in all he was not needed to be handled like that.
