Despite a remarkable market recovery, things still need fixing: Millions are stuck in underwater mortgages, parts of the country still have vast tracts of blighted and abandoned land, and several cities have supply crunches so severe that only the wealthy can afford to live there. Meanwhile, Fannie Mae and Freddie Mac are still around, under conservatorship, in a state of suspended animation.
