Every time they knowingly chose to do wrong, until their conscience doesn’t bother them. They chose not to accept God’s grace and mercy. It’s a free gift, already offered, but their cold hearts and hard heads keep them from accepting it. They will never know peace and joy or have eternal life with their creator.
