Zapata County ISD UPDATE: Mr. Raúl L. Nuques, Superintendent of Schools at Zapata County Independent School District, is working diligently with campus and district administration to inspire and develop learners to become leaders of tomorrow and provide learning experiences and leadership opportunities to ensure a culture of excellence for all. ZCISD is formulating a new District Strategic Plan. The strategic plan will hold everyone accountable, starting at the top, for the success of all ZCISD students. The purpose of the plan is to guide the district as we strive to increase student achievement and reduce achievement gaps of special population students, guide our fiscal-decision making, and provide operational focus for the upcoming year. The process continues as all ZCISD campuses begin to work on campus level strategic plans to provide a baseline year that will assist in developing improvement plans. Progress toward the achievement of objectives related to the strategic plans’ key goals will be monitored throughout the year, reviewed annually, and be used to evaluate administration at all levels. ZCISD has restructured the organizational chart and redistributed duties among administrative staff under the direction of the new Superintendent. The district has created a solid curriculum team with the addition of new positions: a Chief Instructional Officer, four content area coordinators, a Bilingual/ESL Coordinator, and a Special Instructional Services Coordinator. An additional assistant principal has been added to the Zapata High School administrative team and all school counselors will play a crucial role in addressing the social and emotional needs of the students as their duties have been reorganized exclusively for counseling services. Throughout the entire summer and ongoing into the 14-15 School Year, the district will be providing all campus administrators with extensive training in Special Education and Bilingual/ESL Programs, 504 services, Response to Intervention (RtI), GT, accountability and compliance. Campus administration will oversee these services from beginning to end. This will take the responsibility away from the counselors, giving them more flexibility and allowing them to have more time to meet with students that have attendance, behavior or personal challenges as well as meet compliance with the new HB 5 mandates. There is no single best solution to ensuring law and order in public schools. Texas law recognizes that each school district is unique in geographic size, resources, student population, and needs. The district has made great strides to ensure the safety of our students, staff and visitors. The district installed 200 cameras throughout all campuses, Access Control Systems at every campus entrances, and check in systems at all campus receptionist areas. Zapata County ISD is also proud to announce the plans to establish the Zapata County Independent School District Police Department for the 2014-2015 School Year. Each ZCISD campus, elementary and secondary, will have one police officer. The addition of this department will not only increase the safety of our students, staff and visitors but serve as a resource to administration and counselors for issues on attendance, bullying and drug awareness. The master schedules at all levels will look differently next year. The schedules are redesigned to meet student needs in academics and expand our electives and extracurricular opportunities. The district is also excited to offer a choir program at the secondary level. At the middle school level, students in grade 8 will have the opportunity to take Algebra I, theatre to get our talent ready for the One Act Program at the high school level, and the athletic department is in the process of bringing soccer to the middle school level. Art, music, technology, recess, and more electives called specials will be embedded into the daily schedule at the elementary level. ZCISD School Board of Trustees recently approved a Teacher’s Pay Step increase plus $2,000 for the 14-15 school year and sign-on bonuses for new teachers who have a bilingual certificate and are assigned to oversee elementary bilingual students as an incentive to attract teachers to the district. The school board also approved additional stipend plans for content and special population teachers. Furthermore, a $20,000 life insurance policy for all employees was granted compliments of the school district. The board wishes to extend their appreciation for all the hard work and dedication of the ZCISD family. Zapata County ISD is ready to meet the challenges the 2014-2015 school year will bring and celebrate our successes as we meet those challenges with Hawk Pride.
