ROTICH, CABINET SECRETARY TO THE NATIONAL TREASURY ON THE OCCASION OF SIGNING OF FINANCING AGREEMENT IN SUPPORT TO THE MULTINATIONAL: ARUSHA-HOLILI/TAVETA–VOI ROAD PROJECT BETWEEN AFRICAN DEVELOPMENT BANK AND THE GOVERNMENT OF KENYA ON MONDAY 15TH JULY, 2013 AT 8.30 AM, TREASURY BUILDING 14TH FLOOR CONFERENCE ROOM MR. GABRIEL NEGATU, DIRECTOR, EAST RESOURCE CENTRE PRINCIPAL SECRETARIES MEMBERS OF THE ADB DELEGATION LADIES AND GENTLEMEN 1. Let me take this opportunity to welcome you all to the National Treasury. I wish also to take this early opportunity to thank the African Development Bank for your support to our development programmes. 2. Ladies and Gentlemen, today we have just signed with the African Development Bank a loan agreement for Units of Account seventy five million (UA75 million) which is equivalent to kshs.10.5 billion to finance the construction of Mwatate-Taveta road (89km) and the 12km Taveta by-pass to bitumen standards . This is a regional road linking the Northern part of Tanzania to the common border with Kenya at Taveta. 3. The AfDB has also extended a concessional loan to the Government of the Republic of Tanzania amounting to Units of Account seventy nine point nine (UA 79.90 million) to finance the rehabilitation and expansion of Holili-Moshi -Arusha road (115km) and construct a 42km by-pass in Arusha 4. The Kenya section of the existing gravel road runs from the border at Taveta to Voi through Mwatate linking with Mombasa. The Government of Kenya has already commenced the upgrading of the 24km Voi-Mwatate section at a cost of Kshs 2.3 billion using internally generated resources. Other components of this project include; Design review and Supervision, road side amenities, support to road safety initiatives, trade facilitation, HIV/AIDS sensitization, technical and financial audit 5. Ladies and Gentlemen, the completion of this road will increase regional trade between Kenya and Tanzania. It will contribute to the achievement of development objectives of the Vision 2030 which is consistent with the strategic objective of the Programme for Infrastructure Development in Africa (PIDA) of improving access to integrated regional and continental infrastructure networks and to boost competitiveness and inter-regional trade. The just completed Arusha-Namanga-Athi River road and the on – going Marsabit-Turbi-Moyale road linking Kenya with Addis Ababa, Ethiopia both funded by ADB are part of the PIDA programme. 6. Ladies and Gentlemen, to complement the support from our Development Partners in realizing our Vision 2030 objectives, the Government is focusing on investing in priority sectors that will spur economic growth. In particular, the Government is finalizing plans to fund the Outering Road which is crucial in enhancing traffic movement in Nairobi. Let me also assure you that the Government is committed to developing infrastructure in all parts of the country. To fulfill this commitment, we have this Financial Year, 2013/2014, allocated the following funds to infrastructure:- • Kshs. 97.9 billion for Road Construction and Maintenance. • Kshs. 12.5 billion for Geothermal Development. • Kshs. 23.3 billion for Power Transmission. • Kshs. 22.00 billion for Standard Rail Line. 7. Other areas of our economic transformation will be investing in irrigated agriculture through modern and efficient farming methods that promote farming as a business. Value addition will also be central to our agricultural transformation. As a Government, we will ensure droughts do not affect our economy by investing in non-rain fed agriculture. This will involve harvesting of our flood waters to carry out irrigation in all parts of this country by and securing adequate water storage for our towns and rural areas. Towards this end, the Government has set aside Kshs. 7.4 billion for water and flood mitigation. We therefore invite the ADB and other Development Partners to support us and build sustainable capacity in this area. 8. Ladies and Gentlemen, in conclusion, I wish to thank the staff of the African Development Bank and Technical Officers from the respective Ministries for the preparation of this project. 9. Mr. Negatu, Let me reassure the Bank that the Government remains committed to fostering good working relationship with our partners in fostering sustained growth. I wish to challenge the Ministry of Transport and Infrastructure to ensure that all conditions of effectiveness are met within the shortest time possible and to ensure implementation starts as soon as possible. 10. Ladies and Gentlemen, finally, let me once again reiterate our appreciation of the excellent partnership that we continue to enjoy with the African Development Bank. Thank you.
