kung nagawa sa naga, bakit hindi sa buong pilipinas? if this proposal works out, mechanisms existing in lgus will be further utilized. congressmen MUST pass through these councils before projects get under way. reminiscent of the flyovers in cebu city which were a pet project of a certain congressman. they were said to push thru even without city devt council approval. but you would also see that if the congressmen have the brgy captains they get the numbers. how does rep. robredo address this in her proposal?
