For its international team, UNRWA is seeking to employ a qualified: Legal Officer Vacancy Announcement Number14-HQ-JR-48 Grade P-2/P-3 Deadline for Applications 2 October 2014 (16 September 2014 for internal applicants) Duty Station Jerusalem Under the overall supervision of the Director of Legal Affairs and the direct supervision of the Deputy Director of Legal Affairs, the Legal Officer focuses on the provision of legal advice and assistance on matters relating to all types of contracts entered into by the Agency, administrative and employment law and public international law. In accordance with the established Agency policy and procedures, the incumbent will: Primary Duties and Responsibilities · Provide legal advice and assistance on matters relating to administrative and employment law and other relevant issues, in particular by drafting submissions to the Agency’s Dispute Tribunal and/or the UN Appeals Tribunal; · Draft, review and assist in the negotiation of all types of Agency contractual modalities, including contracts for procurement of goods and/or services, memoranda of understanding with partners and funding agreements; · Advise on the status, mandate, privileges and immunities and related responsibilities of the Agency and its personnel; · Provide legal advice, training and outreach on the interpretation and application of relevant public international law, including UN law, international human rights, humanitarian and refugee law and practice; · Advise on resolution of contractual and tortious claims against the Agency, including overseeing, supporting and conducting negotiations, settlement and arbitration; · Advise on the interpretation and application of the Agency’s regulatory framework, in particular UNRWA Area and International Staff Regulations, Rules and associated administrative issuances, Financial Regulations and Organizational Directives; · Performs such other duties as may be required. Professional Knowledge and Experience · A university degree from an accredited educational institution in law, preferably with some specialization in contract, commercial or public international law; · For the P-2 level: Four years of experience as a lawyer in the United Nations, other international organizations, in government service, the commercial/private sector or NGO; · For the P-3 level: Six years of experience as a lawyer in the United Nations, other international organizations, in government service, the commercial/private sector or NGO; · Excellent command of written and spoken English. Competencies · Ability to negotiate effectively; · Ability to effectively compile and synthesize information; · Proven ability in the analysis of facts/information, the development of rigorous arguments and replies and the provision of sound advice; · Good English drafting skills; · Ability to progress with work independently and to participate as a member of a small team; · Ability to communicate effectively with a range of internal and external contacts. Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination. Desirable Qualifications · Familiarity with the UN system and practices; · Working knowledge of Arabic. Additional Information The incumbent should be able to travel in the Agencys area of operations in the Middle East. Conditions of Service UNRWA offers an attractive compensation package including annual salary starting at forP-2 Level: $49,916net tax free with dependants or $46,819 single, plus post adjustment of 62.3%(subject to change without notice), and for P-3 Level: $60,205net tax free with dependants or $56,198 single, plus post adjustment of 62.3%(subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. The contract offered for this position will be from the date of appointment to 31 December 2015.
