old Chinese saying do not give them fish, teach them how to catch fish. if there is certain situation,we have Food Bank,Social Assistant program,rehab facility we have some to help people who they need. but adventually later,we need to have teach a job skills. so they can stand themselves. now a days you dont have a job skill,low pay and very hard to live. some drop out school too early. we have contituing Education center. and if you are lucky and smart enough,you get apprentice job in company. we all help each other. we all need food and money.
