the Creator/God gave us animals to be their caretakers [to take care of them not to abuse them or harm them, not to abuse our power] but God didnt say animals were stupid or couldnt feel pain, thats mans own interpretation because they cant speak our language but even we know that animals have language, they do feel, they do think for if our own human logic were to interpret this situation, in order to validate our own higher intelligence, the question would have to be why on earth would the one turtle even think to go help the other turtle if the animal had no sense of understanding?
