this will happen mainly because local councils will see it as a way to tax dog owners. you have many dog owners saying why not bring a licence in ,that was tried and it failed only a fool would think along those lines. plus even if you brought such a thing in many would not get one and so many ways to side step that issue ,the dog could vanish and owner say he ran off. years back I just take my dog any place for a walk ,today you have to think is that place a safe are. 92% of people see most power breeds as ok, they really don`t see the dangers. you have a dog owner who thinks his or her dog can look after them self,big mistake most owners make. many of the power breeds will often sense a dog like itself,many of the staffies will not mix with other. some will,but if they run in it means a battle could break out. most of you may of never faced a power breed ,I have 8 times in my life and had other dog attacks. but out of the 8 power breeds that I faced ,3 of them could of killed me if they got the upper hand and they did do damage I will be effected by,my point I was lucky because I understand what I was facing a very small percent have a idea ,but only when you face one do you really understand the true power of one of these dogs. one of the biggest mistakes people make with power breeds,it may be ok with other dogs to a degree ,but often they will turn on a power breed or a dog that tries to act like it is the boss.
